Interim, fractional & outsourced CFO support

When the CFO seat is empty — or was never full.

Most organizations that call are in one of three situations. All three are handled the same way: CFO-level analysis, reporting, and recommendations delivered to a defined scope and term, with your leadership keeping the authority and the tools.

A vacancy to cover

Your CFO left, the search will take months, and the close, the board package, and the lender reporting still have to happen. Often called interim CFO work — here it means the analysis and reporting get carried while your controller and CEO keep the decisions.

No CFO to begin with

You are too large for a bookkeeper and too small to justify the seat. Often called fractional or outsourced CFO support — a standing monthly cadence that gives the board CFO-standard numbers without a permanent hire.

A CFO who needs the bandwidth

You have a capable CFO and a bond issuance, a repricing study, or a turnaround on top of the day job. Senior capacity for the one project, so the close and the covenant reporting never slip.

In every case the engagement is advisory support to management. OAS does not fill the officer seat, hold signing or banking authority, or supervise your staff — a designated member of your leadership owns the decisions and oversees the work.

A pricing model by unit and contract type (Type A/B/C) delivered as a live Excel tool you retain, market comparables benchmarking fees against regional competitors, actuarial liaison aligning pricing and refund assumptions with your actuary, and a phase-in plan with board-resolution language and resident-communication guidance.

Contract-type economics and compliance review across the resident-agreement portfolio, refund-provision analysis modeling the refund-liability exposure, financial-qualification and applicant-screening standards, and counsel coordination on revisions with your attorney drafting final language.

Feasibility-study inputs coordinated with the feasibility consultant, banker and rating-agency presentation materials with management-projection support, covenant term-sheet analysis weighing rate, structure, and flexibility, closing checklist and timeline management to the funding date, and a post-issuance compliance calendar.

A live quarterly covenant calculator covering days cash on hand, debt-service coverage, and additional-indebtedness tests; the lender reporting package with primary lender liaison; early-warning analysis flagging covenant pressure before it becomes a breach; and waiver or amendment strategy with negotiation support when needed.

Plan-of-finance options sized to the organization’s and the project’s cash-flow needs, financing alternatives compared side by side with pros, cons, and all-in cost, term-sheet review for alignment with stated business objectives, and a board decision memo recommending a structure.

Financial turnaround

A thirteen-week cash-flow model delivered as a live Excel tool updated weekly, covenant workout and lender-negotiation support coordinated with counsel and the lender, an expense and census stabilization plan with quantified savings and named owners, and a monthly turnaround scorecard for the board and lenders.

Forbearance-term analysis weighing concessions, milestones, and liquidity runway; consultant-call compliance and reporting when bond documents require it; and turnaround-plan progress reporting to lenders, trustees, and bondholders.

A KPI dashboard surfacing the metrics your board actually governs by, a variance-narrative template pairing the numbers with plain-language explanation, a close calendar and checklist that tightens the monthly cycle, and a committee-pack template set your finance team retains and reuses.

Prepared-by-client list coordination and audit-readiness project management, workpaper standards and supporting schedules to the auditor’s expectations, significant-estimates memos covering entrance-fee amortization, refund liability, and self-insurance reserves, external-auditor liaison through fieldwork, and an audit-committee briefing. Advisory support to management — not an audit, review, or compilation.

Form 990 governance & disclosure review

Governance-section review ahead of the preparer’s work, a Schedule J compensation-disclosure check, schedule tie-out reconciling the return to the audited financial statements, and a preparer punch list of items to resolve before filing. A governance and disclosure review — not tax preparation or tax advice; your preparer owns all tax positions and the filing.
